Lieutenant Breslin was born and raised in Fairfax, VA. He graduated from the University of Notre Dame in 2020 with a Bachelor of Arts, majoring in Economics and Political Science. He earned his commission through the Naval Reserve Officers’ Training Corps and reported to Naval Nuclear Power Training Command in Charleston, SC in January 2021.

After completing the initial training pipeline in May 2022, LT Breslin reported to USS BOISE (SSN 764) in Norfolk, VA where the ship was undergoing an Engineering Overhaul (EOH). LT Breslin qualified in submarines on April 14, 2023, completing his qualifications on BOISE and during temporary duty at sea on USS PASADENA (SSN 752) from June until December 2022. LT Breslin qualified as a Nuclear Engineer by passing the Prospective Nuclear Engineer Officer (PNEO) Exam with distinction from the Director of Naval Nuclear Propulsion in November 2023. He transferred to PASADENA in January 2024.

During his time on BOISE and PASADENA, LT Breslin served as Assistant Engineer, Quality Assurance Officer, Operational Safety Officer, Damage Control Assistant, Reactor Control Assistant, and Electrical Assistant. He helped lead PASADENA during multiple missions vital to national security, a EUCOM deployment, first-of-its-kind physics testing, two Operational Reactor Safeguards Exams, and numerous tactical development exercises. During his time onboard PASADENA, the crew earned the Battle Efficiency “E” Award and the Arleigh Burke Fleet Trophy as the ship or aircraft squadron with the greatest improvement in battle efficiency in the Atlantic Fleet.

LT Breslin reported to NROTC University of Wisconsin as Assistant Professor of Naval Science and Nuclear Power Officer in March 2025.

His personal awards include the Navy and Marine Corps Commendation Medal and the Navy and Marine Corps Achievement Medal (2 awards). He is married to the former Kathryn Skendzel of Marquette, MI.
