Commander John Barrett

Executive Officer

CDR John Barrett, a native of Arlington Heights, IL, graduated from Marquette University with a Bachelor of Science inFinance and was commissioned through the NROTC program. 

His sea duty/operational assignments include division officer tours in USS Thomas C. Hart (FF 1092) andUSS Arthur W. Radford (DD 968), department head tours in USS David R. Ray (DD 971) and USS Cape St. George (CG 71), and an assignment as Flag Secretary and acting Flag Aide on the staff of Cruiser-Destroyer Group Three, embarked in USS Abraham Lincoln (CVN 72). During this tour he served as acting Executive Officer in USS Mobile Bay (CG 53).   He served as Executive Officer in USS Ramage (DDG 61), and commanded the Joint Provincial Reconstruction Team, (PRT) in Khost Afghanistan.

CDR Barrett’s shore duty assignments include two years in London on the staff of the Commander-in-Chief, US Naval Forces Europe, where he served as a special programs officer and flag briefer.  Following his department head tours, he attended the US Army’s Command and General Staff College in Ft. Leavenworth, KS, and after his XO tour, he served on the staff of the Chief of Naval Operations, Assessments Division (N81) in Washington, D.C., as the Theater Air and Missile Defense Section Head.  Following his command tour, he was selected for a Federal Executive Fellowship and served a year as a Foreign and Defense Policy Fellow at the American Enterprise Institute (AEI) in Washington, DC.  Upon completion of his fellowship at AEI he serves on the Joint Staff within the Strategic Plans and Policy Directorate (J-5).  He assumed his current position as Executive Officer, NROTC Unit, University of Wisconsin in June 2014.

CDR Barrett holds Masters Degrees from Boston University (International Business) and the U.S. Army Command and General Staff College (Military History).

His personal awards include the Defense Meritorious Service Medal, the Meritorious Service Medal (with gold star), the Navy and Marine Corps Commendation Medal (with three gold stars), the Navy and Marine Corps Achievement Medal (with two gold stars), the Sea Service Deployment Ribbon (with four bronze stars) as well as several unit and campaign awards.
